Head of Technical Program Management
About the role
AXIAN Digibank & Fintech is looking to hire a Head of Technical Program Management to lead core wallet and digital banking migration programs end-to-end. The role is open in Dar es Salaam (Tanzania), Antananarivo and Islamabad. Responsibilities: - Lead and coordinate all migration workstreams as one integrated program: product & propositions, compliance & regulatory readiness, data migration & integrity, technical build & integration, distribution (agents, channels, partners), operations & technical operations, and customer care & support readiness. - Provide clear, structured executive reporting on progress, scope, schedule, budget, risks, dependencies and decisions. - Lead senior-level engagement with the Core Wallet Platform Supplier / Core Banking delivery organization. - Ensure readiness across product, technical, operational, regulatory, distribution and customer-facing areas. - Ensure adherence to fintech regulatory frameworks across markets (AML/KYC, PCI DSS, data protection, GSMA Mobile Money, central bank and telecom regulator requirements). - Drive adoption of modern, cloud-aware architecture, APIs and microservices for wallet and banking modernization. - Communicate program goals, progress and outcomes across all levels of the organization. - Establish KPIs and reporting frameworks to measure program success across delivery, adoption, quality and business outcomes. Key requirements
- Bachelor's degree in Computer Science, Information Technology, Engineering, Business Administration or a related field.
- Minimum 15 years of progressive experience in program or portfolio management, with at least 7 years in fintech, mobile money, payments or digital banking.
- Proven track record leading large-scale digital transformation programs end-to-end, ideally a core wallet or core banking platform swap, upgrade or new build.
- Direct experience with tier-1 core wallet / core banking platforms (Telepin, Comviva, Ericsson, Huawei, Temenos, Finacle) is strongly preferred.
- Experience managing multi-million-dollar budgets and complex, multi-country, multi-stakeholder programs.
- Strong exposure to African fintech / mobile money markets, with awareness of OPCO operating models and regulatory landscapes.
- Track record of leading governance with executive boards, regulators and tier-1 vendors.
- Strong people leadership skills; experience building and mentoring high-performing program teams across geographies.
