About the Role Raising The Village is looking for a Manager, Monitoring, Evaluation and Learning (MEL) to lead the coordination, planning and execution of MEL activities across its multi-country portfolio (Tanzania, Rwanda and DRC). The role supervises all country MEL leads, reports to the Head of MEL and involves up to 30% local and regional travel. Responsibilities Lead the coordination and execution of MEL activities across Tanzania, Rwanda, DRC and any new countries Develop, monitor and manage annual and quarterly MEL workplans to ensure timely implementation of planned activities Ensure country teams adhere to RTV MEL standards, processes, tools and reporting requirements Oversee routine monitoring, assessments, evaluations and outcome measurement activities Coordinate the preparation and review of periodic MEL reports, dashboards and performance updates Lead the implementation and coordination of country-specific learning agendas and the dissemination of lessons learned Serve as the primary liaison between country MEL teams and RTV's Analytics and Data Integrity functions Monitor compliance with data quality standards and support Data Quality Assessments (DQAs) Support onboarding and capacity development of country MEL staff Requirements Bachelor's degree in Monitoring & Evaluation, Statistics, Economics, Public Health, Development Studies or Social Sciences; a relevant master's degree is preferred Minimum 5 years of progressive experience in Monitoring, Evaluation & Learning within the development or NGO sector At least 3 years of experience managing or coordinating MEL functions across multiple programs, regions or countries Working knowledge of statistical and reporting packages such as STATA or Python and Power BI Demonstrated experience managing MEL workplans, reporting cycles and performance tracking systems Experience in East or Central African contexts and multi-country programs is strongly preferred; French and Swahili are an added advantage Many people will apply.
